In any democratic society, no one is above the law even if you are the Prime Minister of Russia.  There must be transparency in all the financial transaction or dealings of any government officials or employees since the people that elected them to the office have the right to know.

Any public office for that matter is always a public trust and it must never to be use for personal gain or for personal enrichment. Every public officials or employees are always accountable to the people.
