While in some countries like United States, merit matters, in countries like India , the family background of an individuals determines the success or failure of an individual to a very great extent. Often a brilliant honest hardworking person will be denied the opportunities and recognition he or she deserved, only because he or she was born in the wrong family and was not well connected. On the other hand, an extremely mediocre inexperienced lazy dishonest fraud will get great powers in intelligence and other agencies, faking his or her resume, just because she has powerful relatives and friends, who can manipulate the system to reward their friends and relatives.
Till a few decades ago, nepotism was relatively less, however today most powerful officials are openly manipulating the system to get lucrative jobs for their mediocre lazy greedy fraud relatives and friends, as they cannot be held accountable or identified for their fraud which is extremely lucrative for them financially and in terms of career prospects. Usually the biggest loser in the fake resume fraud is the country as tax payer money is wasted on a mediocre inexperienced fraud with a fake resume, and the honest meritorious hard working person, whose impressive resume has been stolen by the powerful government officials for their mediocre inexperienced fraud relatives and friends.
These top government officials involved in resume theft, will make extremely malicious false allegations against a honest brilliant hardworking person, often without any proof. They usually not target a mediocre person like an inexperienced housewife, only engineers or professionals who have impressive academic and professional records are targetted. These cunning officials will then waste tax payer money to repeat these lies, like parrots and dupe a large number of people. The victim who is being defamed, will never be given a chance to defend herself against the slander. After defaming the innocent person for several years, these cunning officials will then falsely claim that their defamation victim does not deserve the impressive resume, investment it belongs to their lazy greedy mediocre fraud relative or friend.
So a honest brilliant hardworking person who is not well connected will often that mediocre well connected frauds are falsely claiming to have his or her resume, and will be denied opportunities, while intelligence agencies will falsely claim that well connected sex workers, cheater housewives and other frauds who have never studied engineering, are experienced engineers to give them top government jobs

It is not only in your country, nepotism is still being practiced in every institution in the Philippines. This kind of practices is really unacceptable in the eyes of others. But we cannot control this. It is an old system that cannot be denied. The manner of being in higher position tried to push all the familial members to take over and continue to rule.
