It is called by many names. ‘Gofor’, ‘Lackey’, and of course, ‘Resource Person’, (to be politically correct).
This is a person who is expected to do a lot of work for neither pay nor recognition. Sort of on the level of slave.
It happens to extremely qualified, expert, and valuable people, and is done by the chaff that gets the big positions via blood link, bed work, or some other ‘pay off’.
At first, being asked to do this and that and the other, fires your ego. You are Important! You are Respected! and then you see everyone and their pet gerbil getting the applause, the commendation, for Your Work.
In many cases if you say; “Go *&%&*!” it won’t work well for you. You need the contacts of these people, you need your little toe hold in society, and making powerful enemies, especially in 4th world countries means you found a coffin you like.
So?
You become a ‘Flake’.
This is my generic term for ‘air head’ ‘space cadet’ ‘fool’ or other NSFA terms.
You can’t go from being Madam Efficient to Miss Take over night. You have to start slow and a bit unaware.
For example;
You are asked to prepare the opening speech for the Big Deal.
You say; “O Pen Ning Speech?” as if you’ve never heard the term before. Then you stand there with a stupid look on your face.
They explain what is required. You repeat every third word.
So they say, “Yes, Miss Important is going to give…”
and you say; “Important? Give?”
this will alert the speaker that you may be having a brain freeze.
They may try to ignore your responses and tell you that it has to be in by Thursday.
“Thursday? Isn’t today Thursday?”
They say whatever and you repeat adding, “Today is Not Thursday?” and wander off as if lost.
They’ll ask what is wrong and variations on the theme. And you shake your head, keep focusing on Thursday, and wander away from them, and if you can get yourself into a transport and leave, do so.
Put your phone on silent, take no calls from them. If you see them at another venue or they show up at your door, keep acting distracted.
They’ll find someone else.
Once you let them down that first time, if you do it well, they won’t ask you again. They’ll find some other Hopeful, who will think a big award is coming instead of being swept under the carpet.
If you are in a meeting when tasks are being allotted, grab your cell, say; “I must take this…” and wander out talking to your imaginary caller. Don’t come back. Anyone asks, “Emergency”.
Eventually, you won’t be selected because you are ‘unsound’ (that the politically correct way of saying Whack Job).

It happens in real world. But I will not allow people to do this. It is not healthy for someone to treat us like this. It is better to push away with these people right away. Most of them are user-friendly. If they don't need us, they will easily forget us. Why take the chance to deal with these people? It is not worth to spend time with them.
You said it right that we need to cut all the possible communications with them. Personally speaking, I will just end the ties to them. I have some of my friends like this. I stopped seeing them in years now.
Once you are useful... you will be used. Become useless.
