So then, you kings, you rulers the world over, like listen to what i say, and learn from it, you govern many lands and are proud that so many people are under your rule, but this authorities has been given to you by the Lord most High. He will examine what you have done and what your plan to do. You rule on the behalf of God and his kingdom, and if you do not govern justly, if you do not uphold the laws, if you do not live according to God will, you will suffer sudden and terible punishment. Judgement especially severe on those power. Common people may be mercifully forgiven for their wrongs, but those who in power will face a severe judgement.  The Lord of all is not afraid of anyone, no matter how great they are. He himself made everyone, great and common alike, and he will provide for all equally, but he will judge the conduct of rulers strictly. It is for you, mighty kings, that i write these words, so that you may no how to acts wisely and avoid mistakes. These are holy matters, and if you treat them in holy manner, you yourself will be considered holy. If you have learned these lesson, you will be able to defend yourself at the judgement. So then, make my teaching your treasure and joy, and you will be well instructed.

My dear friend the main responsibility of the rulers are these: to protect man’s life, property and religious beliefs. These are three but cover every aspect of life those who live in the state belonging to ant religion but we see no ruler perform his duty well while it is written in the book National Law and it is the first law.

The main responsibilities of Sumerian kings during the ancient Mesopotamian civilization include religious rituals, domestic affairs of state, military affairs, law creation, administrative leadership and execution of justice. Mesopotamian society considered the king as the representative of the gods on Earth with a divinely granted right to rule. 

Today’s rulers do not perform their duties well.
