The people of the whole world must the meaning of bureaucracy that bureaucracy means that the most important officials make important decisions in favor of state and in this system no elected representatives do not take part.
People must think that who these most important person who have authority to make decision without informing public, who appoints them on the most important jobs, from where they come in countries even people do not know them who they are.
Bureaucracy is corrupt all over the world they directly involve in all kinds of illegal activities inside state and out of state because they become permanent members of any government and his appointments are made by hook or by crook by the underhand orders and instructions of the politicians. F the bureaucracy of any country is honest, it is impossible be any corruption in any country.
All governments’ secrets are leaked by the ugly mouths of bureaucracy. Bureaucrats are appointed by taking heavy briberies and these who take these briberies are politicians everybody knows it but no action is taken against them.
Think for a while, Supreme Courts may ask any about every illegal wealth and activities but nobody can ask the Supreme Court Judges from where you all got wealth, from where you got these villas and luxuries….and costly cars and land cruisers….no one can ask from the army of any country from where you got all these luxuries, from where you got too much wealth….
I have pondered too much that every country’s politicians, bureaucracies and armies these three main elements are corrupt and it is hundred per cent sure and without any doubt and exaggeration of any kind. Now all these tactics are described by a story read and think what the politicians do to browbeat the subordinates when they take charge of any department.
When first time John was appointed as the new administrator of the Art Gallery to rebuild the decreasing goodwill of the Gallery so he thought to call a meeting of the whole staffs to frighten them. But the main object of the meeting was to inform them about the reorganization of the Art Gallery. He opens the meeting in this tone, ’I know, how frightfully busy you are’. It is a frightening and satirical statement that shows his browbeating behavior to the staffs.
“I know how frightfully busy you are. As a matter of fact
I am myself, he said with the half humorous urchin
Smile.”
2- First of all, during the discussion he turned to Toney who was working in the Gallery as a Public Relation Officer. So John advised him to draw more and more public attention to the art Gallery. Further he advised him to recollect complete data of the visitors.
On the other hand, he turned to Mrs. Scrutton who was working as a Display Officer in the Art Gallery. So she was advised to rearrange all the photographs in an expressive way to draw the attention of the clients. But listening to him Toney and Mrs. Scrutton ignored him knowingly to torture him mentally. As the text shows:
“Mrs. Scrutton fingered the button on her checked
tweed cost nervously. “There is no need to bully
4- Hobday puts some suggestions before Toney, Mrs. Scrutton and Major Sarson. Now he comes to the real point that he wanted some fresh graduates for the Gallery betterment. If someone wants to resign he will not make any objection to it. He was satisfied with this statement because he has made upset his staffs for his personal ego-satisfaction and got nothing from this meeting.
5- At the end we see that there is no reason of confrontation between John and the staffs of the Art Gallery. But in its perspective we see John’s mean political tricks to control the staffs. Actually he wants to use his staffs according to his will and wishes for bad purpose as to get heavy bribery… In the broader sense, he knew nothing about the Art Galley business. As the text shows:
“I have got very big ideas for the gallery. “I “m not
an expert in any way as you people are.”
But he makes upset the ego of his staffs in a cunning way. For example, when he says that he wants to send old employees to their homes for rest it means to compel them to kiss his knees. But they ignore him beating the desks and rustling the papers sitting on the desks.

This is a nice article. This has covered how corruption grows with politicians and bureaucrats. How a politician after taking charge of Ministry threatens the staff under him is clearly explained.
There are some politicians who are adopting a new strategy nowadays. Instead of asking the bureaucrats which file has to be sent to him and how to send him they come to an understanding.
When an officer signs the file in green ink it indicates that the party in the file is being sent to him. The minister will be benefited if the file is kept with him till the deal is completed.
If he signs and keeps a sticky note on the file it should be rejected.
If he signs in black ink it indicates to the politician that the officer is interested in that file .
There are some Chief Ministers I have seen who engage brokers for collecting information relating to the important files in each department. Their duty is to dress up neatly and visit the head of the department showing their identity as a relative of the Chief minister. The Head of the Department will have no option but to oblige him even if he says 'no' once or twice that too after ascertaining the genuine of the candidate.
This technique has been used and developed more during the Chief Ministers of Andhra Pradesh, India when it was united.
The nexus between these two categories is very strong and as long as it is not broken the corruption survives forever.
The article is a picture perfect to describe the political turmoil in my country right now. I am pretty sure some of my fellowmen cannot see the great impact how the leaders ruling the country. It became the spotlight not only locally but also internationally. I really cannot conceive why some are so fanatic with the head of the country. They can see what's going on.
I am not going to elaborate more about the chaos happening in my poor homeland. If the role model turned bad, the followers will react the same pattern of behavior. Vulgar words are slipped orally without thinking. The question, "is this person a thinker?" I don't phantom if this person will claim it. God speed! :-(
