It was a disaster after disaster.
It was just a day passed when the very strong typhoon hit the region. The municipality of Santiago, province of Ilocos Sur was also under storm signal number 4 just like the rest of the provinces in the northern Luzon.
The typhoon was said to be next to typhoon Yolanda (Haiyan) that hit the Philippines in worst damages and casualties. The good thing about this typhoon, it might be one of the craziest but luckily our provinces got no casualty even a single person.
Not until a Cessna plane crashed in the Sabangan Beach in Santiago town of Ilocos Sur. That was a day after the typhoon. It killed the young pilot and its trainee pilot who is with him. The plane also sank in the cove with the depth of 20 feet. It took overnight before the victims were retrieved from the sunken plane.
It was 3:30 in the afternoon when villagers saw the small plane flew very low in the barangay. So low that it line of the zipline is even higher than the plane. The people suspected that the pilot and trainee pilot might be sight-seeing the view of the nature of the cove beach and the Santorini type villa resort in the hilly part of the village.
When it turned, one of the wing was said to hit the zipline wire and it dived into the beach. Search and rescue operation was done and even the provincial governor, congressman, the provincial director of the PNP, the municipal mayor, the disaster risk reduction management office were all there. And yes, hundreds of people from the town and nearby are there wanted to see the retrieval operation.
The rescuers and the diver failed to the attempt of retrieving the victims saying the water are just too muddy and dark that you cannot see the people or a thing in front of you. The Coastguard have no reliable flashlight to light the 20 feet underwater retrieval operation. When it was almost 8PM, the retrieval was stopped.
The next morning, very early in the morning, the rescuers dived again the area and successfully retrieved the dead bodies of the victims who are identified as John Kaisan Estabillo and Paula Bianca Robles.###

I have also read that a heavy typhoon appeared and too much devastation made the typhoon as a result many a couples of persons died and injured but what can anyone do against it because it is a natural catastrophe. The GOVT must take protective measures against it to save human lives. People are facing many types of problems I think God will help the victims surely.
There was a large number of human lives. Many have become homeless and some stayed away from their houses even for days. The effect was felt more in Haiti and about 80,000 have lost their lives.
Though the intensity was there equally in Ilocos Sur and other parts there was only damage to the houses and property but not human lives. This time the Government has taken effective alert management system and evacuated many from the dangerous area well in advance.
