Most bloggers and/or writers are financially independent. There could be some, however who depend on whatever income they can generate writing for various sites that appear from time to time.
Bloggers and writers need to be recognised and this recognition comes when they are paid, however, little that may be. That jingle that they hear when money gets into their account is enough for them to get into the writing mood.
Regrettably there is a lot of mismanagement that results in sites not doing well. Even if they see the writing on the wall they disregard those warnings and move on, until their own coffers have nothing to show.
What can writers do
– First and foremost writers/bloggers should read the terms and conditions where there could be a condition where the site has indirect ways to get away from paying.
– Some sites have full right over the work of writers and/or bloggers. It is left to the workers to accept or reject this condition and not work there.
– Writers should keep a vigil by referring to http://www.alexa.com/siteinfo and/or http://www.siteprice.org/ at regular intervals where they will get to know the worth of the site where they so diligtenly contribute’
– If the site owners repeatedly ignore the reporting done by users that is yet another sign that they do not have staff or they do not know how a site should operate. Reporting by users is the most important part of any site to survive. Ignoring their reports will spell doom and the site will be forced to close down.
– Writers should save their posts. Writers, however, since they are initially paid get encouraged and go on writing and suddenly they see the abominable 404 and other warnings on the pages. The site that paid well is nowhere to be seen. Only a few would have saved their posts to be reproduced elsewhere but this number is in the minority.

I totally agree with your points of view about working in certain sites. We really need to search or find ways to check the legit sites. Since some people don't read the guidelines of the site and rant about it if not being paid.
I can still remember a friend of mine who had given me an advised. We need to search first before joining a site. Since there are some sites who tend to give promising payout. However, it turned out to be a scam.
The Net is transparent if not the sites (.lol)
There are a lot of writing scams. You just have to protect yourself
