A well laid out garden is a joy to behold. Apart from flowering bushes, plants, lawns and trees a garden needs to have artifacts that give it an artistic look.
A visit to a Japanese garden will prove my point.
A Japanese garden sometimes is made up of almost 90% rocks, pebbles and gravel . But everything is so beautifully laid that it hardly looks dry. Flower beds neatly spread out in an artistic way makes the garden look beautiful.
Pebbles and rocks occupying a large portion of the garden helps the gardener to maintain the garden without having the additional work of weeding as pebbles and rocks do not allow weeds to grow apart from adding decor to a garden.
Pebble hunting and rock hunting is in itself an interesting pass time. Pebbles are normally found on river beds. A one day picnic with like minded people could kill two birds with one stone. The only work involved would be to separate them size wise and colour wise.
Those who have no time to spare there are shops that deal in pebbles and rocks.
Pebbles and rocks are grouted in cement so that they stay in one place and do not get strewn around.
There are times when the garden could be devoid of flowers and it is at this time that these pebbles and rocks help a garden not to have a drab look.
Those who have no idea on how to lay a garden using pebbles and rocks there are several sites online one could refer to. There are landscaped garden designers whose services could be engaged. They could just be used as consultants or could be given full charge of the garden that includes designing and execution including purchase of plants and other materials . There are those who also take care of maintaining gardens on an ongoing basis.

I am a gardener nor a horticulturist, but in my personal observation in every garden I have come across and have visited pebbles, stones and rocks are not so common. In Japanese garden as you have mentioned, they are using these things. I don't know if rain is so scarce in the said country. The Pebbles and stones could prevent the fast evaporation of water. Rocks don't only prevent intruders like animals from destroying plants, but they serve as habitat or place for the moss to abound and moss could be of help too to humans.
Yes, I agree with you that having the rocks and pebbles make the gardens look more beautiful. I like those Japanese garden as well. I think some Chinese also like to have rocks, an artificial mountain, bridge, some other decorations, and even a pond with fish in the garden. I enjoy walking in these gardens.
I am planning to make a fairy garden in my front yard together with my children. I am just planning to get some simple natural elements such as sand, soil, small rocks, woods, etc to build it, perhaps a fairy house with sticks as well. I would love to get some pebbles as well. :)
I have thought of starting a rock garden in my own yard. It is mostly in the shade and I have a hard time keeping flowers and plants alive.
I think rock gardens can be beautiful, but they are certainly not suited to every taste. If a garden is thick and lush and green the only rocks you might see would be on the borders.
