Making Failure; a Political Trick

America was built on prejudice.  It was created by destroying the natives, by transporting enemies, by slavery.  Although there was not a ‘royal’ class as in monarchies, or an official ‘caste’ system as in India, there always was a system in which a small set were at the top, a portion in the middle, and a large portion on the bottom.

Whether the bottom were indentured labourers from European nations, or religious minorities, or those from particular nations, (when the prejudice was white vs white) or there was an imported underclass, as Africans, there was always a system to make to keep some people down and some up.

On occasion there would be forced ‘integration’  and this was done with a built in fail.

One of the easiest examples occurred in the mid-1960s with ‘Open Admissions’ and ‘Affirmative Action’.

Schools had been segregates with the fraudulent; ‘Separate but Equal’ label.    When schools were ordered to be integrated.

There was busing of those from poor minority neighbourhoods to better schools, so that where a school had been 99% white, (if not 100%) a forced 20% of non-whites was brought to the school from outside.  They were not screened, they did not receive extra lessons, they were brought from a school with low educational levels to one of high so that they could flounder at the bottom.

Colleges which once had high standards and were virtually segregated had to open door to ‘minorities’.   This was true in those institutions supported by the various states.  Federal/State Aid was granted  to support the colleges and universities which complied.

Private Institutions were left alone.

Those state/federal sponsored institutions were unhappy with the open doors. Instead of instituting a program in which those who wished to attend University but did not have the educational standards required be streamed into a special ‘pre-college’ program to bring them up to the standard required, the doors were flung open. Thousands of academically unprepared students were admitted.

Many could not cope and dropped out.  Then ‘modified’ classes were created for these students.  This caused a lowering of standards.

Although it might look as if pressure from minorities caused the ‘let in everybody’ paradigm this played into the hands of those who intended the ‘open admissions’ policy to fail.

The minorities might think they won, but the prize was worthless.   They would attend a college, but read modified courses, which were virtual High School.

Many would drop out because they didn’t see the value, they couldn’t keep up, and became bored.

Those who could attend college by virtue of grades would go elsewhere, to private colleges/universities on scholarships, or pay for their education via student loans.

Minorities entered University, many reading at below 9th grade, (Junior High School) level.  They couldn’t manage the courses, even the modified ones.   This allowed those in charge to shrug their shoulders.

The lowering of standards at High Schools meant that more modified programs need be created at college level.  The entire educational system was brought down.

This meant that the policy failed.  It failed as it was meant to do.
