Putting a harmless private citizen under surveillance

Has any member of this website been under surveillance by the government of their country at any time, or know anyone who is under surveillance. Surveillance of any person is very expensive, as government employees getting a monthly salary and pension have to be deployed to monitor the person under surveillance using hitech expensive aerial or other surveillance equipment.
However there are some harmless indian citizens like india’s largest female domain investor who has been put under surveillance for more than 6 years, by corrupt government officials allegedly bribed by google, tata to do so. The domain investor is a harmless private citizen, with a very limited income, no powers and spends most of her time, reading, her hobbies and writing, has not harmed anyone, has almost no personal enemies, yet the indian government has deployed employees to monitor all her activities, divert and steal all her correspondence for more than 6 years, wasting a huge amount of tax payer money.
In your country under what circumstances will the government put a harmless private citizen with no powers under surveillance for more than 5 years, denying the person the right to privacy and to earn a fair living? Does the person have the right to find out who ordered the surveillance and to end the surveillance |
